Is $3,500 to replace the outdoor AC unit a fair price?

My AC went out again after I had the evap coil replaced a month ago for $2,000. The technician now says the compressor is gone due to a "short to ground". I'm considering moving in 2-3 years. I'm also wondering if I can have a new downstairs unit running R32/R410 while keeping an older upstairs unit running R22. I regret not replacing the unit earlier if the compressor issue was known.
