Is $1,440 to replace 4 HVAC valve cartridges a fair price?

We had a technician over from Merrit, an HVAC company contracted with our condo. They said 4 cartridges were broken and all 4 needed replacing for the heating and cooling to work properly. We initially asked to only replace 2 hot water cartridges, but they replaced all 4, stating it would create dangerous pressure if not all were replaced. I'm questioning if HVAC techs usually charge this much for such work and how accurate the technician's statement was. Also, they mentioned it wasn't taxed if we pay by cash, which makes me wonder if the company is legitimate or if I'm just inexperienced.
