Is $1,400 to replace 4 rusty furnace burners a fair price?

I recently had an annual inspection conducted, and the technician informed me that 4 burners are rusty and need to be replaced. My unit is 6 years old. The OEM burners are available online for $22 each, totaling less than $100 for all four. It seems like there's enough slack in the gas manifold line to pull it slightly away from the burners to unseat them. I regularly replace rusty burners on my gas grills. I'm wondering if there's a calibration requirement I'm overlooking, or why this job costs $1400. My furnace is a condensing Goodman GMSS920805CNAA.
