Is $24,000 to add a supplemental HVAC unit in the attic for the second floor a fair price?

I have central air already, but in the summer, the second floor of my house gets very hot, and we have to run the AC more than we want even on moderate days. I'd like to install a supplemental HVAC unit in the attic to act as a second zone. My attic currently has insulation on the floor and is not air sealed, and I'm concerned about the efficiency of adding a unit there before changing the insulation and sealing the attic. One of the bedrooms is completely disconnected from our current system because the ducts were cut in a remodel by the previous owner. The big issue we are trying to solve for is that we need to freeze ourselves on the first floor just to get the second floor close to comfortable. This solution would remedy that room and future-proof the whole second floor, but I'm worried that putting conventional HVAC in the attic is going to be horribly inefficient and costly in the long run.
