Is $9,500 to replace an entire HVAC system a fair price?

I currently have a 17-year-old 3.5-ton Carrier unit in my 2500 sq ft one-story house. I plan on being here for at least 15 more years. Another contractor told me that a 3.5-ton unit might be too small for my house and suggested a 4-5 ton unit, which is a concern for me. My current condenser is almost completely broken and has been recommended for replacement for over a year; it's definitely time to replace everything. The unit has always seemed a little weak in the summers and recently my electric bills have been outrageous, reaching $1400 last month. The unit struggles to cool the house, running constantly without reaching the set temperature of 74 degrees. Last week, the blower capacitor went bad, causing it to freeze up, and its performance has noticeably declined in the past few days. I'm getting more quotes and will ask for more details about what 'everything' entails.
