Is $15,000 to replace the entire HVAC system a fair price?

I just bought this house. I had a gut feeling about the AC not being good enough, but multiple inspections said no mechanical issues when it was cool out. Now that it's heating up, my AC does not keep up at all. I set it to 75°F, and it will fail to maintain that temperature. Two service visits only resulted in adding refrigerant and cleaning the unit. I think the issue is a very undersized condenser; it seems to be a 1 or 1.5 ton unit for my 1800 sqft house, and I likely need a 3 ton. The furnace works fine, and the compressor is hitting a chilly temperature. The current system is 24 years old. I have a home warranty that would cover a repair or identical replacement, but not upsizing the AC. I'm questioning if I really need to replace everything, especially since the heating works fine and there's good suction. When it's around 90°F outside, my AC will be set to 75°F, and it will fight hard but end up around 79-81°F by sundown. Once the outside temperature drops, the inside temperature also drops. Some rooms feel cooler than others, and throughout the day, the air from the vents feels less and less cold.
