Is $661 to replace the control board in my furnace for AC a fair price?

My AC hasn't worked, so I called a company for a diagnostic, which cost $69. They identified the control board as the issue. The technician also advised changing the entire furnace due to its age (21 years old) and some rust, expressing concern about carbon monoxide, even though there are no visible cracks. I'm trying to decide which option is worth it.
