Is $50,000 to install a heat pump and all new ducting a fair price?

I have a 4-ton furnace/AC system. The upstairs (900 sq ft) has 5 6-inch registers, and the downstairs (1400 sq ft with 10-foot ceilings) also has 5 6-inch registers. I believe the upstairs ducting, which was replaced like-for-like previously, is undersized as it didn't improve flow. My downstairs ducting is about 20 years old, torn to shreds, and causes sneezing when the system runs, even with a clean air filter and air scrubber. Both upstairs and downstairs don't cool effectively when temperatures exceed 90 degrees. An HVAC company previously suggested that my current ducting (1200cfm return, 1000cfm supply) is incorrectly sized and caused my heat exchanger to crack, stating it needs 1600cfm for both. My primary concerns are allergies and ensuring proper sizing if the ducts are replaced. I'm also wondering if it's reasonable to request Manual J/D calculations and the design.
