Is $10,000 to redo all ducting a fair price?

We moved into a 2,300 sq ft house, 1,400 first floor and 900 second floor. We have a 4 ton blower unit, that a company came in and diagnosed with a cracked heat exchanger due to restricted airflow. It turned out to not be cracked as I listened to advice here and had another company come and remove and inspect it. Essentially, a surface defect. The original company said since I have nine 6” ducts and one 8” duct, I’m only producing about 1000cfm total. And with a 14” return duct in the upstairs attic to the downstairs garage, 1,200 cfm returning. There’s also a 12” duct going upstairs, which goes through the attic and then walls. Therefore, I’m starving the system which should be at 1,600 cfm, which is why the heat exchanger cracked (even though it actually isn’t cracked). I was there with the technician and as far as I was aware he didn’t use any software for duct design, just went by duct size. He wanted to do a hood flow analysis at each register but the kids were napping so I declined. I'm looking for professional opinions on what to do to improve the overall system.
