
Is $530 to replace rusted galvanized steel pipe and cutoff valve a fair price?

My wife and I recently moved into a house built in 1998. I'm concerned about a rusted galvanized steel pipe near the flue, which I believe the home inspector might have overlooked. The exhaust seems to be directed at this pipe, and I question if this setup originally passed code. I'm getting the heebie-jeebies about it, and while I received a quote, $500 is a significant amount of money for me right now. I'm considering DIY alternatives such as sanding off the rust, cleaning, applying high-temp Rustoleum, and adding a sheet metal diverter to prevent exhaust from hitting the pipe. The valve is located upstream.
