Is $3,995 to addressing HVAC static pressure, duct issues, and microbial growth a fair price?

My HVAC unit is in the garage. I am a new homeowner in Central FL. The unit is 5 years old and has a lot of excess condensation on the plenum. After trying to fix it myself, I called a few companies and learned the issue is extremely high static pressure causing microbes, improper seals on ducts, and undersized ductwork for the unit. I have a UV light installed already. The temperature in the house is good, easily keeping at 69 degrees, and can get to 71 during the day with shades open. No one in the house (pets and wife) have been sick or act differently. I was sold this option but opted to wait on spending $17,000 for new duct work.
