Is $12,000 to replace my HVAC unit due to a broken compressor a fair price?

Project Details

I recently had a repair done on my HVAC unit, which cost $1,500 after being quoted $1,000. During that repair, the suction line accumulator in the outside unit was replaced, and the system was refilled with refrigerant. Now, the repairman is saying the compressor is broken. He couldn't test it without refrigerant, and the system was completely empty prior to the leak repair. I'm wondering if my tech was negligent in testing or if the compressor could still fail after the previous work. I'm considering getting a second opinion.
