Is $8,500 to install a Well McClain GV90-4 traditional gas boiler a fair price?

My current Dunkirk Q90-100 high-efficiency water heater for my multi-unit building (heating two hallways, 4 apartments, and a laundry room) recently developed a leak and needs replacement. I've had three HVAC techs recommend replacement. I'm seeking advice on whether it's worth downgrading from 90% to 80% efficiency, if tankless is better than traditional at 90%, or if I should go with the most expensive option.
