Is $900 to run new line for smart thermostat compatibility a fair price?

I have a Rheem RA1636AJINB condenser. It works with my old Honeywell TH8321R1001 thermostat, but smart thermostats like Nest and Ecobee Premium only trigger the fan, not the condenser. I've tried using RIB relays (2401B and U1C) without success; they light up but don't activate the condenser. The Honeywell thermostat still works fine with the relays. I have a spare purple wire in the HVAC cable bundle. An HVAC guy suggested running a new line for $900, which doesn't make sense to me given the spare wire. I'm trying to figure out what's causing this issue and if the proposed solution is necessary or correct. I'm also wondering if the furnace transformer might be the problem.
