Is $115 to diagnose AC issue a fair price?

Project Details

I paid a local company $115 for a diagnosis that concluded I needed a TXV replacement, with the part under warranty and labor costing $709. However, I'm questioning this diagnosis because ChatGPT suggested low refrigerant due to a slow leak. I posted here to get other opinions as it seems the technician might not have checked several things. I'm trying to learn more about the issue.
