Is $900 to seal the attic ductwork a fair price?

I live in a small mountain town in a 20-year-old, 3br, 2-story townhouse. The upstairs bedroom is hot and lacks a return. Company #1 recommended a second AC unit, but my HOA will not allow it. None of the joints on my steel ductwork are sealed or taped properly, only some 20-year-old duct tape exists.
