Is $5,900 to repair in-slab ductwork with Duct Armor encapsulation a fair price?

My mother recently bought this condo and has been experiencing trouble with dust blowing from the registers when the system is on. There was also an unnoticed leak from the main water shut-off that has since been repaired. I'm not sure if over $6,000 is worth it, and I don't appreciate the hyperbole in the report, which claims sand is "POURING" into the system and insists the work must be done now. I'm looking for an impartial opinion on the condition, the quote's fairness, and other potential options.
