Is $560 to diagnose and replace a dual capacitor on an HVAC unit a fair price?

I had someone come out to diagnose and switch out a dual capacitor on one of our units. Besides the astronomical amount of money they are trying to charge me, he was nice and did a good job for the 5 minutes he was here. Is it standard practice in HVAC to charge a $200 service fee on top of the repair cost, which includes parts and labor? Everyone that I’ve had come work on my house has put the diagnosis fee toward the repair or waived it once I choose to work with them. I couldn’t really address this in person or even decline him fixing it, it was all so fast. I’ll definitely pay them in full and don’t typically question the price of most services that I have done, especially things that can’t fix myself. My family is full of service workers so I really get it. It just shocked me at first when I saw the numbers and I needed some support to ease my anxiety before I pay it.
