Is $10,000 to clean ducts, add UV lights and electronic air cleaners a fair price?

I just bought a century home a few weeks ago. The thermostats were not working on the evening we closed. The house has a well-working boiler system and two separate Bryant heat pumps (2 ton and 5 ton, installed in 2017 and 2019). We discovered the previous installation company had a bad reputation, the wiring was incorrect, and one unit lacked a filter. Both handlers have mold growing inside, and I am concerned about air quality.
