Is $7,400 to replace condenser unit and evaporator coil a fair price?

My HVAC technician recommended replacing my entire system due to low refrigerant and a coil leak, stating that due to federal mandates, the refrigerant in my current unit is no longer being produced, and replacement could cost more than $15,000. My AC wasn't cooling. My unit is a 7-year-old Goodman unit using R410a refrigerant. The service ticket indicated an AC issue with low refrigerant out of warranty and a leak in the coil. The unit was not registered within 60 days of installation, so it only had a 5-year warranty, which ran out 2 years ago. A second technician confirmed the evaporator coil is leaking, the freon is bone dry, and it can't be repaired because it's aluminum. He also mentioned he is unable to get replacement parts if it's not under warranty.
