My fuel-powered furnace has a very powerful fan. When it kicks on, the rush of air hits the back of the shared chimney and rebounds down into the hot water heater, via its exhaust pipe, continually extinguishing the pilot light. The chimney is spotless with no soot. My current hot water heater is 21 years old.
