Is $800 to upgrade furnace to high-efficiency PVC to pass inspection a fair price?

I had a registered contractor quote to install a new furnace and bring everything up to code. Bringing it up to code is part of the original quote/contract. They installed an 80% efficiency furnace but it failed inspection due to a Type B vent not being allowed in the bathroom area. Now they need to replace it with a high-efficiency PVC furnace to pass inspection. I am questioning if there should be extra charges for this.
