Is $3,500 to replace the thermal expansion valve (txv) a fair price?

My AC had a leak last year and was refilled. This year, the technician said he couldn't recharge it because of a bad TXV. The system is 17 years old and located in an easily accessible finished basement. I feel these quotes are high and am considering replacing the whole system instead of repairing it.
