Is $15,000 to install a new boiler a fair price?

I am a brand new first-time homeowner and learning a lot as I go. My boiler was working fine during inspection, but a few months later, I'm having trouble turning it on. I've had a few technicians out; some suggested it needs a new starter and a cleaning, but two insisted it wasn't worth it and I needed a new boiler. I was absolutely shocked by the $15,000 quote, especially since I found boilers online for $2,000-$3,000 for 70,000 BTUs, which was mentioned as a likely size I'd need. I'm questioning if this cost is normal for North East Pennsylvania, as my new roof was cheaper than this. I'm looking for advice.
