Is $6,100 to replace a 4.0 ton air conditioner with new coil a fair price?

I have an old home system that uses R-410A refrigerant in both the outdoor condenser and the indoor basement system. The system started to fail in the recent heat. A tech came and inspected the outdoor components; the fan was fine, and the coil was clean. He said that because the line outside had ice all over it in the middle of 90-degree heat, there’s likely a refrigerant leak. He also explained the R-410A discontinuation issue and the scarcity/unavailability of new 4-ton condensers that use it. He first quoted $7900 in person, then quickly reduced it to $7300 when I was hesitant. That was yesterday. Then today he said he made a mistake calculating the quote yesterday, and sent a new $6100 quote. I'm trying to be certain before I spend so much, as I have a feeling he quoted higher initially to make a better profit, but then adjusted when I started asking questions, probably assuming I was researching costs. We checked the fan, coil, and filter together; I had put in a new filter last month, and all registers are open.
