Is $3,500 to replace the heat exchanger a fair price?

I bought my first house recently and am new to this kind of thing. During seasonal cleaning and maintenance, I was told there was rust on the heat exchanger, though no cracks or carbon monoxide issues were identified. My current system is a 2014 Ruud 56,000 BTUs with a 2-ton AC unit, and both AC and heat have been running smoothly. I'm unsure if the rust level is acceptable or if the heat exchanger needs replacement. If it does, I'm debating whether to replace just the exchanger or the entire furnace and AC, given the system is only 11 years old.
