Is $18,600 to replace entire hot water and heating system a fair price?

My gas boiler, installed in 1997, has failed, and my indirect hot water heater, installed in 2009, is old and outputting rusty water. We are replacing the entire system. We use window AC units for cooling. This was a verbal quote, not a full written one. The contractor initially tried to repair the boiler but recommended replacement due to its age and the cost of diagnosing internal issues. I'm also wondering if the Rheem and New Yorker brands are reliable and if there's a significant difference based on the model.
