Is $670 to install a UV light a fair price?

I was home during the service call, and the technician only showed me photos at the end after everything was closed up, claiming 'environmental growth' or mold. I signed for the UV light installation but wasn't aware of the yearly cost for bulb replacement. My last furnace tune-up was two years ago, and this issue was not discussed. My whole system was replaced 11 years ago. I ran the AC a lot more this year in New England. As a senior woman, I don't have anyone to help me with maintenance tasks. I have asthma but have tested negative for mold allergy. After getting an independent HVAC guy to look at it, we found that what looked like green growth was actually black foam with dust, and minimal debris. Nothing was needed, and I feel there was total deception with the green tint. I will not be using that company again and will stick with the new guy.
