Is $31,000 to replace boiler and water heater a fair price?

Both my boiler and my water heater are aging out and were not well maintained by the previous homeowner; both are more than 30 years old. I was not expecting the quote to be cheap, but $30k seems wild. I was expecting it to be under $10k. I have two more quotes coming this week.
