Is $4,000 to replace a leaking AC coil a fair price?

I've been getting quotes for AC repair on my upstairs unit, and the prices have been all over the place. I don't know much about HVAC. I already paid $1,500 to a company to fix it when it stopped blowing cold air; they said it was low on refrigerant and the coil had some rust. After basic maintenance and part replacements, it passed tests, but a week later, it quit again and turned into a block of ice. I'm feeling a bit ripped off, and it doesn't seem smart to keep pouring money into this 9-year-old system that's out of warranty. I'm now considering replacing it with another 2.5 ton unit. Refrigerant was added as part of the previous repair. The first repair company said there was a leak, but second and third opinions couldn't find one, recommending a leak sealer and chemical dryer instead. I also had a new starter system installed, which now seems like a mistake.
