Is $13,500 to install a Rheem 15.2 (16 SEER) 2.5-ton AC unit a fair price?

I am looking for input on a price quote I received for a new AC unit. I was originally quoted a Rheem 15.2 (16 SEER) 2.5-ton unit, which was 2-stage but not variable speed. A second company counter-bid with a Goodman 2.5-ton variable speed 17 SEER unit, which also qualifies for a $2,000 tax credit. Both quotes are for the same total price of $13,500. I am trying to decide if the Goodman unit is a better option, considering the variable speed and tax credit, even though I've heard Rheem might have slightly better quality. Both installers are reputable with fantastic reviews. We plan to be in the house for probably another 5 to 10 years. We previously had a Goodman unit that heated the house fine.
