Is $10,600 to replace HVAC system with American Standard 3 ton 14 SEER straight cool with electric heat a fair price?

This is my first HVAC system replacement, and I know enough about AC to replace my condenser fan motor and keep everything clean. My current system is from 2006. The tech for the American Standard quote said the air handler is short 200 square inches of return air grill space, and I'm wondering if I need to spend an additional $2000 for a return air duct to be run from the far side of my house. The filter grill/return is right under the door to the air handler closet, and the new system's quote includes replacing it with a non-filter grill, with the filter right under the unit. There hasn't been any airflow issues coming out of the vents. I'm also waiting on a second quote for a York system, and that tech said the current 20x20 return vent/filter is enough for a 3-ton system. I have asked them to revise the quote to add a heat pump so that I know how much more it is going to be.
