Is $16,000 to install a Carrier Comfort Series 4 ton AC and matching gas furnace a fair price?

I was quoted for a new AC and furnace, but my primary concern is my current furnace, which is over 20 years old and inefficient. While my 10-year-old Trane XR 3.5 ton AC still works "ok", the AC company strongly recommends replacing both. My winter gas bills are almost $200, significantly higher than neighbors with larger homes who pay $50-$100. I believe the furnace is causing me to pay an extra $600-$800 annually in gas. The blower motor also runs indefinitely, and two separate technicians couldn't figure out or fix it. I'm concerned about the dangers of an old gas device and was hoping to replace just the furnace. I'm also wondering if waiting until winter in Las Vegas would result in a better price, but I'm hesitant to risk it given the furnace's age.
