Is $13,000 to install insulation throughout the home a fair price?

My upstairs feels very drafty and cold, and I also don't feel much heat coming from my upstairs vents. I had an energy audit that was useless, as it didn't include a blower door test or examination of my ducts and vents. I'm in upstate NY, where winters are very cold and summers are very hot. I just bought this house and noticed the upstairs is significantly colder than the downstairs, which is why I brought someone in for the energy audit. The contractor who provided the $13k insulation quote was listed for the NY "Comfort Home" program, but he seemed only interested in selling insulation. I plan to find other contractors not associated with the NY state website. I'm also curious if the fluffy gray insulation I have is asbestos. I haven't moved in yet, so I haven't observed issues like ice dams.
