Is $4,000 to install additional insulation in attic and basement a fair price?

I recently had a home energy audit that recommended additional insulation in both my attic and basement. My home was built in 2005. I'm wondering how significant the need for this insulation is, ignoring the price. My attic currently has R30 insulation, and the quote suggests R38, but I'm questioning if R49/60 would be more appropriate. Eversource offers a $1.70/sqft or 75% rebate. There's a small bit of mold on some rafters in one corner of the attic where there seems to be no soffit/ridge vents, though the rest of the attic is well-vented. I plan to shop around for this price.
