Is $5,000 to air seal and insulate the attic and crawl space a fair price?

I just bought the place and I’m not planning to sell for at least ten years. The lower and mid floors in winter were exceedingly cold, and the upper floor was nearly 90 last week during the heat wave. I had a good 20 degree difference between my bottom and top floors.
