Is $29,000 to mold remediation and closed-cell spray foam insulation in crawlspace a fair price?

My hardwood floors are freezing in the winter and warm in the summer. After a hurricane last summer, some hardwoods have had cupping/peaking and spotty softness in a few areas. An inspection found mold growth under the house due to poor air circulation, especially where the softness is occurring. The price seems high to me, especially given the size of the house, but this is our first home and I'm not entirely sure what I can do myself, or if this is something I'll 100% want to contract out. I'm also wondering if only mold remediation and improved ventilation is an option, or if closed-cell foam is recommended as well since it has vapor-barrier qualities, knowing the humid climate that I live in.
