Is $2,500 to top up attic insulation with R40 blown-in a fair price?

Project Details

My attic currently has two layers of paper backed batts, 1.5" Styrofoam, and wood boarding on top, with zero vapor barrier. It's estimated to be roughly R20. The attic only has gable venting. My house is cold in the Canadian winter and experiences pretty bad ice damming. I'm looking at pros and cons of different approaches, wondering if a cheaper option would make a noticeable difference to warmth or ice damming.
