Is $2,778 to add blown in fiberglass insulation to achieve an R-49 value a fair price?

I am looking to improve our attic insulation because we have had trouble with ice dams. We will also be doing some air sealing. My house is only 5 years old, but the original insulation was done poorly. The company said it would be a waste to remove and replace the existing fiberglass insulation. I'm curious if the R-60 option is worth the extra $800 compared to R-49, or if it's overkill. The air sealing part of the proposal costs $3,455 and includes sealing wall top plates, HVAC boots, electrical and lighting penetrations, and other protrusions from the living space to the attic, as well as covering and sealing recessed lights, speakers, and fans where accessible.
