Is $11,000 to insulate attic rooms from the inside a fair price?

Project Details

We moved into our terraced house 3 years ago. It has a loft conversion. When we moved in, water was flowing down the walls, so we had the roof completely replaced about 6 months later. However, the firm we used was not good; they overcharged us and did a substandard job, and didn't discuss insulation. The attic rooms are currently in use but are very cold, and we experience dampness and condensation in the winter. We have a 1-year-old, and I'd like one of these rooms to be his at some point, plus it feels like we're not using the rooms as they should be. It seems crazy to do the roof again so soon after the last replacement, but the price difference between the two options is significant. We know and trust both tradespeople who provided these quotes, and they have both done good quality work for us in the past. I'm looking for advice on these options and whether the outlay will be worth the difference it makes.
