Is $11,000 to insulate attic rooms from the inside a fair price?

I've made some mistakes since moving into my terrace 3 years ago. The roof was completely replaced when I moved in, but I didn't think, and the roofer didn't advise me, to add insulation at the time. The property doesn't have any other insulation due to being done prior to building regulations. The attic rooms are in use but are very cold, and I have issues with damp/condensation in the winter. I have a 1-year-old and would like one of the rooms to be his at some point, plus it feels like I'm not using the rooms as they should be used. I'm looking for advice or examples of doing either of these options.
