Is $11,000 to insulate attic rooms from the inside a fair price?

Project Details

We moved into our terrace 3 years ago and had the roof completely replaced, but we didn't add insulation at the time, and the roofer didn't advise it. The attic rooms, which are in use, are very cold and we have issues with damp and condensation in the winter. The property is very old and lacks insulation due to being done prior to building regulations. I have a 1-year-old and would like one of the rooms to be his, and generally, we feel we're not using the rooms as they should be. Re-doing the roof work from 3 years ago for insulation feels soul-destroying.
