Is $10,300 to remove old insulation, air seal, and blow in R49 cellulose for a 1,500 sqft attic a fair price?

I am overreacting to this quote, as it seems like the high end of potential pricing, and I was hoping for closer to $5-6k. I am still waiting on 3 other quotes. We definitely want the old insulation removed due to mice activity. I am not in a position to DIY this job, as it involves a level of labor I'd rather avoid, and I don't mind paying for good labor, but I don't want to be gouged. I'm only seeing a $400 gas utility rebate. I'm not as concerned with simple payback on envelope improvements.
