Is $23,624 to encapsulate crawl space a fair price?

Project Details

I'm trying to figure out the best way to solve my moisture problem in my crawl space. I'm in North Carolina and we have gotten a lot of rain in the past month. I'm trying to figure out if this is the best option to go with. We have moisture in the insulation and the wood is turning dark.
