Is $16,000 to insulate attic with 10" open cell spray foam and thermal paint a fair price?

I'm getting quotes for insulating my attic and running into conflicting advice regarding spray foam on the roof slopes. I'm still debating between insulating the attic floor or the roof deck. My attic will not be used for storage because we have a large basement, but it does contain ductwork and an air handler for our heat pumps. I'm specifically concerned about the requirement for an ignition barrier and whether access for ductwork/air handler service counts as "service of utilities" under the relevant codes. I'm seeking advice on whether installing without an ignition barrier is a bad idea, even if approved by a city inspector.
