Is $375 to cable an outside drain line a fair price?

I recently bought this home. We have an outside drain that takes water out through the basement, which works fine during light to medium rain. However, during heavy rain, a lot of water gets trapped due to the slope in the concrete outside, leading to a leak in the basement. I'm not sure if cabling the line will solve the problem. My neighbor's overflow usually comes onto our side. We have a driveway on the other side of the slope, allowing water to get out onto the street. Pouring concrete sounds beyond my DIY abilities, especially since it would require moving the AC unit.
