Is $12,000 to install 20 concrete beams for foundation repair a fair price?

I bought a house in 2021 in San Antonio, Texas, which is notorious for foundation issues, and I'm in a particularly notorious part of the city. I had a company come out for a free inspection, but I know their sales rep and suspect they might try to oversell me. I am having a structural engineer come out, but until then, I'm trying to see if these quotes seem right. I'm skeptical because 20 beams suggest a serious foundation issue, which I'm not sure I have. They said I have about a 2.5-inch drop from the center of my house to the front, and a 0.5-inch drop as soon as I walk across the Adaline, with a 2-inch drop in the opposite direction at the corner. I'm just trying to see if these numbers seem correct. I bought the house under the impression there were no foundation issues, despite a good-sized crack in the wall that I, being new, didn't think anything of. I went through a realtor who was a friend, and we used her inspector, which has been nothing but a headache. We recently found out there was a previous foundation repair in 2018, for which a permit was pulled, but the company is no longer in business. I have minimal foundation knowledge, so I don't know what is needed or not.
