Is $11,000 to paint house and perform minor soffit repair a fair price?

I had my house painted by a huge regional painting company. The job was for $11,000 and included some minor soffit repair. The painting itself was fantastic, and my house looks beautiful. However, on the last day, a ladder slipped and broke one pane of a large double-paned vinyl Pella window. Additionally, the painters did the soffit work themselves, which was supposed to be done by a third party, and they did a very poor, amateur job. I spoke to the project manager, and they agreed to fix the window and get the soffit work done correctly. I was fine with this, understanding that issues can happen, as long as they made things right. However, that was the last I heard from them. It has been nearly three months, and I have not been asked for payment, nor have any attempts been made to fix the window or the soffits. I'm wondering if they just cut their losses and walked away from the job. I initially tried to contact them a few times to schedule the window repair, but they were a no-call/no-show. At this point, I don't feel I should chase them down to pay. I've never had a contractor leave a job unfinished for months with no request for payment or resolution. It's bizarre. The broken window is double-paned, so the interior pane is fine, and I can live with the current state of the soffits. My plan is to wait and see. If they contact me for payment, I'll work something out, but if they don't, I'm prepared to live with the current situation. I did sign a contract, but given their disorganization, I'd be reluctant to pay without more formal contact.
