Is $5,000 to move pressure switch and pump under the house a fair price?

Last winter our water quit working 3 times. We have a well with a hand water pump about a hundred feet from the house. I opened it up and noticed that the pressure switch was frozen. I was able to thaw it and then tried to get the pressure switch as far underground as I could (maybe 5 or 6 feet down). My father-in-law had me wrap it in insulation and duct tape it which may have helped but it continued to freeze a few other times when it got really cold out. We can't really afford the quoted solution right now. I'm looking for ideas of what I can do, thinking maybe a heat wrap and building a box to go over the pump. My father-in-law has built over 50 houses but he's gotten older and I'd prefer not to bother him.
