Is $4,000 to install a tankless water heater a fair price?

I bought my first house this year, and the natural gas hot water tank, which is from 1994, needs an upgrade. It still works well, so I feel bad getting rid of it. I was originally considering a tankless water heater for energy savings, as there's only me and my girlfriend, so water usage is light. I've also discovered Electric Heat Pump water heaters via BC Hydro rebates, which sound good but would mean switching from natural gas to electric. The house inspector recommended replacing it with a new high-efficiency natural gas tank. HVAC guys advised just replacing it with a plain-Jane natural gas water heater, stating other options weren't worth the money.
